J&A Acquisition and Technology Transformation and NBIS Integrated Master Schedule

Background
The Defense Counterintelligence and Security Agency (DCSA) is seeking immediate, expert advisory and assistance services to support an urgent organizational transformation of its Acquisition and Technology (AT) directorate. This transformation is critical for the successful execution of the National Background Investigation Services (NBIS) program, which is mandated by Congress. The urgency of this requirement stems from a non-negotiable deadline established during testimony before the House Committee on Oversight and Government Reform in February 2026.

Work Details
The contractor will perform two main tasks concurrently:
(1) Develop the NBIS Integrated Master Schedule (IMS), including a critical path and risk analysis;
(2) Conduct a comprehensive assessment of the DCSA AT parent organization to ensure optimal structuring for managing NBIS implementation.

The work is divided into two phases:
Phase I involves assessing current processes, technologies, and performance metrics to create a roadmap for a unified organization, including lifecycle optimization, technology assessment, and performance measurement.
Phase II focuses on providing program management, technical expertise, and change management support to implement recommendations from Phase I.

Period of Performance
The contract will be performed over a seven-month period.
