Background
The Defense Counterintelligence and Security Agency (DCSA) is seeking immediate, expert advisory and assistance services to support an urgent organizational transformation of its Acquisition and Technology (AT) directorate. The urgency of this requirement stems from a non-negotiable deadline established during testimony before the House Committee on Oversight and Government Reform in February 2026.

Work Details
The contractor will perform two main tasks concurrently:
(1) Develop the NBIS Integrated Master Schedule (IMS), including a critical path and risk analysis;
(2) Conduct a comprehensive assessment of the DCSA AT parent organization to ensure optimal structuring for managing NBIS implementation.

The work is divided into two phases:
