Description

Justification to Solicit to Sole Source Vendor IAW FAR 13.5 Procedures.

Background
The justification for this contract is issued by the DEC (Department of Environmental Conservation) concerning the GAC (Granular Activated Carbon) treatment at Eielson Air Force Base (EAFB). The mission of the DEC is to ensure that water systems comply with environmental regulations, particularly in relation to public health and safety.

The goal of this contract is to maintain compliance with drinking water regulations and ensure the safety of the water supply for the base's population.

Work Details
The work involves utilizing a specific product, namely Calgon Model 10 Carbon vessels and Filtrasorb F-400 media, which was approved by the design engineer during the ADEC review process. If EAFB considers switching to a different GAC media, it must submit a new engineering plan to ADEC for approval as per section 18 AAC80.200(b) of the Drinking Water regulations. This regulation mandates prior written approval for any alterations to community water systems.

Additionally, with the upcoming enforceable maximum contaminant level (MCL) for PFAS chemicals set by the EPA in April 2024, any change in GAC media must be justified compellingly to avoid risks to public health and ensure compliance with new standards.
