Background
The Irregular Warfare Technical Support Directorate (IWTSD) is issuing this Broad Agency Announcement (BAA) to solicit research proposals aimed at addressing identified gaps in capabilities for the Department of Defense (DOD).

The BAA focuses on enhancing DOD's ability to conduct Irregular Warfare, which encompasses unconventional warfare, stabilization, foreign internal defense, counterterrorism, and counterinsurgency. The anticipated contract awards will be made for Fiscal Year 2026.

Work Details
The BAA outlines several key mission areas and technology development requirements:
1. **Advanced Analytics (AA)**: Proposals should focus on developing software that integrates advanced analytics capabilities with existing wargaming tools to enhance decision-making processes. This includes the development of WARCRAFT AI software that merges existing Dagger capabilities with predictive analytics using large language models (LLM). The software should automate model generation and support scenario analysis.

2. **Advanced Development (AD)**: Proposals must demonstrate innovative approaches to technology development that can be rapidly transitioned into operational use.

3. **Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE)**: Solutions should address challenges related to CBRNE threats through advanced research and technology applications.

**Deliverables** include:
- A production prototype of WARCRAFT AI software with documentation.
- Three months of operational testing and evaluation with DOD end users.

**Contract Options** may include deploying the prototype software on various DOD enclaves with appropriate security clearances.

Place of Performance
The work will primarily be performed within DOD facilities or designated secure environments as specified in the contract.
