IT Infrastructure Upgrade for ISF Lebanon

Background
The contract is issued by the Department of State, Office of Global Acquisitions, Regional Procurement Support Office, for the International Narcotics and Law Enforcement (INL) in Beirut, Lebanon. The goal of this contract is to provide critical IT infrastructure upgrades for the Lebanese Internal Security Forces (ISF) Data Center. Prime Source Technologies, LLC (PST), located at 1825 K St NW, Washington, DC 20006, is the sole source contractor selected for this project due to their established relationship with ISF and unique capabilities.

Work Details
The contract involves an IT Infrastructure Upgrade for the ISF Data Center which includes:
- Migration of all functions to a new array of hardware and software to maintain operational continuity for up to 30,000 ISF personnel across over 300 user entities.
- Upgrades must support mission-critical systems including:
- ITAP (Digital case management system) for police activities such as background checks and investigations.
- National repository for court documents and judicial rulings.
- Centralized inmate record management and judicial coordination.
- Tracking inventory of weapons, ammunition, and tactical equipment.
- Management of salaries and allowances for active and retired ISF personnel.
- Control and tracking of over 6,000 ISF vehicles.
- Public interface for citizen services and recruitment.
- Management of medical approvals and health card issuance for ISF families.
- The upgrade includes end-of-life support, telecommunications, network switches, ensuring system compatibility and security during upgrades.

Bidder Requirements
The justification states that no alternative contractors possess the specific combination of requirements necessary for this upgrade due to PST's established knowledge of ISF systems, existing relationships with ISF built over years, security clearances for Lebanese operations, proven crisis operations experience, and Oracle partnership benefits that provide significant cost savings.
