Synopsis:
The U.S. Office of Personnel Management (OPM) intends to issue a sole source award to Gartner, Inc. for Information Technology (IT) Research and Advisory Subscription and Associated Services for the Office of Chief Information Officer (OCIO) and National Background Investigation Bureau (NBIB). The IT Research and Advisory Subscription and Associated Services is exclusively available from Gartner, Inc as they provide individualized, specific, technical consulting and research material that empowers IT leadership to develop and manage informed organizational, strategic, and business-forward IT initiatives. Gartner, Inc. is the only known authorized provider of the Research and Advisory subscription and service.

Gartner Inc., is being sought to provide research and analysis through its subscriptions and consulting services on information technology, computer hardware, software, communications, and related technology industries. As the sole provider of the Gartner research and consulting services; Gartner Inc. is the only source able to provide this very distinct subscription and service.

The North American Industry Classification System (NAICS) code for this acquisition is 541519. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 8.4, Federal Supply Schedules.

THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

However, all responsible parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Submissions after that date will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All OPM contractors are required to register in the System Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Gartner, Inc. All interested parties must express their interest and capabilities in writing via e-mail to Amanda Romanach (Amanda.Romanach@opm.gov) within 3 calendar days of the published date of this notice.
