THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DLA Strategic Materials is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that DLA Strategic Materials will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with response to this RFI will be the sole responsibility of the interested party. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, the contract opportunity will be synopsized on.SAM.gov. The potential offeror is responsible for monitoring this site for additional information pertaining to this requirement. Please see the attachment labled "Iso-Molded Graphite-Attachment 1" for further guidance.

Background
The Defense Logistics Agency (DLA) Strategic Materials is the operational agent of the Stockpile Manager under the Under Secretary of Defense for Acquisition & Sustainment. The agency is tasked with implementing the Strategic and Critical Materials Stock Piling Act, which aims to acquire and retain stocks of strategic materials to reduce dependence on foreign sources during national emergencies.

This Request for Information (RFI) seeks input on the acquisition of Iso-Molded Graphite, a critical material for national defense.

Work Details
The proposed buy is approximately 10,000 metric tons of Iso-Molded Graphite. Specifications requested include details on production capabilities, annual throughput, forms of Iso-Molded Graphite sold, market sectors served (military-aerospace, commercial-automotive), plant capacity, stockpiled raw material quantities, and inventory replenishment frequency.

Additionally, information on product quality is sought, including material specifications, impurity limits, testing methods for impurities, and safety data sheets or certificates of analysis. Respondents are also asked about their pricing strategies and any provisions for long-term agreements or spot deliveries.

Period of Performance
The proposed delivery period is five years from the date of contract award.
