Description

The Department of State's ISN/CTR is funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account. CTR's global threat reduction programs are aimed at preventing proliferator states and nonstate actors from developing or acquiring weapons of mass destruction (WMD), advanced conventional weapons (ACW), delivery systems, and advanced and emerging technologies with WMD-applicability that could threaten the U.S. homeland and U.S. interests abroad. The purpose of this solicitation is to provide professional, scientific, and technical services as well as administrative and budget management services to ISN/CTR.

ISN/CTR's mission began after the fall of the Soviet Union, and ISN/CTR's threat reduction tools have been used to address a wide-range of nonproliferation challenges in the past thirty-plus years. As threats from proliferator states and terrorists continue and evolve in the future, ISN/CTR will rely on professional, scientific, and technical services as well as administrative and budget management services in order to carry out ISN/CTR's nonproliferation mission.

Background
The Department of State’s Bureau of International Security and Nonproliferation (ISN) Cooperative Threat Reduction (CTR) program is funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account.

The CTR's global threat reduction programs aim to prevent proliferator states and nonstate actors from developing or acquiring weapons of mass destruction (WMD), advanced conventional weapons, delivery systems, and related technologies that could threaten U.S. interests.

This solicitation seeks to provide professional, scientific, technical, administrative, and budget management services to support ISN/CTR in its mission, which has evolved over thirty years since its inception after the fall of the Soviet Union.

Work Details
The contractor will be responsible for providing specialized technical support to ISN/CTR, which includes:
- Advancing bilateral and multilateral efforts to halt the proliferation of nuclear, biological, and chemical weapons.
- Establishing programs to assist foreign partners in preventing the proliferation of WMD-related information and technologies.
- Supporting countries considering small modular reactors in meeting international standards for nuclear security.
- Assisting foreign partners with capabilities to prevent and document potential WMD use.
- Helping enforce U.S. sanctions and United Nations Security Council Resolutions related to WMD development and proliferation.

Additionally, contractors will conduct research, provide analysis on WMD nonproliferation issues, manage travel logistics for approximately 100 foreign temporary duty assignments per year, and ensure compliance with security requirements including obtaining necessary clearances.
