Description

ISABELLA DAM PERMANENT OPERATIONS BUILDING
The Government anticipates issuing a Request for Proposal (RFP) with the intent of awarding a Firm-Fixed Price construction contract for Isabella Dam Permanent Operations Building

Project Description: Construction of the Permanent Operations Buildings for the Isabella Dam, at Isabella Lake, Kern County, CA. This contract is to construct a series of single-story structures which consist of the Administration Building (3,597 GSF), Maintenance Shop (2,108 GSF), Flammable Storage Shed (400 GSF) and a Storage Shed (4,181 GSF). This will consist of providing and installation/construction of the new freestanding construction of the Administration Building, as well as the other three (3) buildings which will be prefabricated buildings, to include new water and fire suppression lines, and perform all site work for the construction of all utilities and connections to the public utilities points of access. The site is on a hill that is about 300 foot high, with only one access road.

The work will require the architectural, internal design, engineering, and landscape to be reviewed approved and sealed by engineers, architects, and interior designers who are licensed and with a minimum of 6 years experience in their respective professional field in the United States. The Structural interior design to be by a registered or certified interior designer who is NCIDQ certified.

In accordance with DFARS 236.204(i) the estimated magnitude of construction is expected to be between $10,000,000 and $25,000,000. This prospective contract action will be conducted using NAICS Code 236220 (Commercial and Institutional Building Construction). The size standard is $39.5M. The Product Service Code is Y1AZ (Construction of other Administrative Facilities and Service Buildings).

The solicitation will proceed as a 100% Small Business Set-aside and is estimated to be issued on or about November 23, 2022, with proposals due tentatively on December 23, 2022. The RFP will be issued on the Government Point of Entry known as SAM.gov and will establish a firm proposal due date/time.

The site visit date, time and location will be identified in the solicitation.
BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
The only INTERESTED VENDORS LISTS (plan-holder's/bidder's list) is available via SAM.gov. Contractors are responsible for self-identifying as interested vendors and viewing other interested vendors. Contractors should check SAM.gov frequently for any changes to the interested vendors list and notice.

Any available technical data required to respond to the solicitation will be furnished as part of the solicitation.
