Description

THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure the IRWORKS Operation and Maintenance Support on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women- Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. Responses to this Sources Sought from Large Businesses are not required at this time.

Background
The U.S. Government, specifically the Internal Revenue Service (IRS), is seeking to procure Operation and Maintenance (O&M) support for the IRWORKS program on a small business set-aside basis. The goal is to ensure that at least two qualified small businesses respond to this sources sought notice with sufficient information to support the set-aside.

The IRS encourages participation from all small businesses across various socioeconomic categories, including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. This sources sought notice is intended for market research purposes only and does not constitute a solicitation or obligation on the part of the IRS.

Work Details
The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, material, supervision, and other necessary non-personal services to support legacy applications (OpenText Service Manager) and ServiceNow as outlined in the Performance Work Statement (PWS). Key tasks include:
1. Providing O&M for the current ServiceNow application and legacy applications until migration to new platforms is complete.
2. Developing third-party solutions for the ServiceNow platform in collaboration with ITSM.
3. Ingesting, normalizing, testing, and validating code while addressing User Acceptance (UI) issues.
4. Managing all instances of ServiceNow initiated by the IRS.
5. Attending meetings with third-party developers during discovery and requirements phases.
6. Supporting application upgrades and troubleshooting existing systems including E-Help Support System (EHSS) and Internal Revenue Workflow Optimization Request and Knowledge System (IRWorks).
7. Ensuring compliance with IRS security requirements during integrations with third-party systems.
8. Maintaining performance measures such as 99.9% service uptime and responding to O&M requests within specified timeframes.

Period of Performance
The period of performance includes a thirty (30) day Phase-In Period followed by eleven months thereafter, with four one-year options.

Place of Performance
The contract will be performed at IRS locations as specified.
