Description

The IRS Information Technology Operations Command Center Division (ITOCC) IRWorks Program Management Office (PMO) has a requirement to provide the services outlined in this PWS to the IRS Information Technology Operations Command Center Division (ITOCC) IRWorks Program Management Office (PMO). Services shall include providing operations and maintenance (O&M) support for legacy applications until those applications are migrated to their new environment, including any possible upgrades and O&M for the current Service Now application. In addition, services shall include project management and technical support for the promotion of developed solutions by the IRS or 3rd party entities.

RFP 2032H5-25-R-00020 will be available on or about early August and will be distributed solely through GSA Multiple Award Schedule (MAS) at a total small business set-aside. All future information about this acquisition, including solicitation amendments, will also be distributed solely through www.gsa.ebuy.gov. Interested parties are responsible for monitoring that site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of 2032H5-25-R-00020 will be on or about the end of August. No telephone requests, written requests, or questions for/about this solicitation will be accepted outside of GSA eBuy site.

Background
The IRS Information Technology Operations Command Center Division (ITOCC) IRWorks Program Management Office (PMO) has a requirement to provide services for operations and maintenance (O&M) support for legacy applications until they are migrated to a new environment. This includes possible upgrades and O&M for the current ServiceNow application.

The goal is to ensure smooth project management and technical support for the promotion of developed solutions by the IRS or third-party entities.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, material, supervision, and other non-personal services necessary to perform support for legacy applications (OpenText Service Manager) and ServiceNow. Specific tasks include:
1. Providing O&M support for the current ServiceNow application and legacy applications until migration.
2. Developing third-party solutions for the ServiceNow platform.
3. Ingesting, normalizing, and promoting developed solutions in the Enterprise ServiceNow Instance known as IRWorks.
4. Managing all instances of ServiceNow initiated by the IRS.
5. Attending meetings with third-party developers during discovery and requirements phases.
6. Supporting OpenText software and related Enterprise System Management tools at the IRS.
7. Performing robust troubleshooting related to existing and future systems including E-Help Support System (EHSS) and Internal Revenue Workflow Optimization Request and Knowledge System (IRWorks).
8. Ensuring compliance with security requirements and performing required security checks.

Period of Performance
The period of performance includes a thirty (30) day Phase-In Period followed by eleven months thereafter, with four one-year options.

Place of Performance
The contract will be performed within the geographic locations specified by the IRS, primarily involving remote work but may include travel to IRS sites as needed.
