Description: This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12. Acquisition of Commercial Products and Commercial Services . The DHA Northeastern Markets Contracting Division (NM-CD) has a requirement for Internet Protocol Television (IPTV) Operation &Maintenance Technician, Maintenance, and Warranty Services at Walter Reed National Military Medical Center (WRNMMC).

The contractor must provide current Representation and Certifications, with quote. All eligible and responsible 8(a) Small Business may submit a quote, which if timely received, shall be considered by the Agency. Companies must have a valid Unique Entity ID and be registered with System for Award Management (www.sam.gov). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on best value to the Government.

Background
The Defense Health Agency (DHA) Northeastern Markets Contracting Division (NM-CD) is issuing this solicitation for commercial items, aimed at acquiring Internet Protocol Television (IPTV) Operation & Maintenance Technician, Maintenance, and Warranty Services at Walter Reed National Military Medical Center (WRNMMC).

The mission of WRNMMC is to maximize operational readiness and deliver quality primary and tertiary care in a customer-focused environment. This contract aims to support the existing IPTV systems that provide informational, educational, and entertainment services throughout the facility.

Work Details
The contractor will provide all labor and services necessary to support the existing IPTV system components, including but not limited to: preparation of Final DIARMF Package, hardware and software maintenance plans, personnel contingency plan, inventory lists for TV set-top boxes and pillow speaker sets, escalation process plan, installation of IPTV system components, documentation of the full WRNMMC IPTV solution, on-site technical support and training for WRNMMC ITD and hospital staff, on-call technical support via phone and email, and a web-based knowledge base.

Specific tasks include:
1. Sustaining IPTV services for up to 400 patient rooms with premium channels.
2. Providing standard channels for all rooms with access to educational content.
3. Procuring patient education content for all rooms.
4. Ensuring compliance with DoD Information Assurance Risk Management Framework (RMF) accreditation requirements.

Period of Performance
The period of performance for this contract is five years starting from August 30, 2024, through August 29, 2029. The base period will run from August 30, 2024 to August 29, 2025 with options for subsequent years.

Place of Performance
The work will be performed at Walter Reed National Military Medical Center located at 8901 Wisconsin Avenue Bethesda, MD 20889.
