**AMENDMENT 0001**

The purpose of this Amendment is to make changes below:

The noted changes are the ONLY changes being made to the solicitation. As described in block 11 of this form, this amendment should be acknowledged with any offer submitted against the solicitation.

1. To remove the Socioeconomic Participation language and related evaluation factors in its entirety within the solicitation on page 59 of the continuation page.

2. To extend the proposal submission due date from Wednesday, July 10, 2024, to Wednesday, July 24, 2024, at 2 p.m. EST.

3. To provide a revised Pricing sheet dated 07/05/204.

4. To provide answers to questions received in response to the solicitation.

This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Department of Housing & Urban Development (HUD), Office of Manufactured Housing Programs (OMHP) requires contractor support to assist with performing all monitoring responsibilities outlined in the National Manufactured Housing Construction and Safety (MHCSS) Act of 1974. Monitoring activities include inspections and assessments of the private and state agents who are responsible for inspections, and oversight of the manufacturer's adherence to their quality assurance programs of manufactured housing (In plant Production
Primary Inspection Agency functions) as well as enforcement of notification and correction campaigns and related recordkeeping pursuant to Subpart I of the Regulations (State Administrative Agency functions).

This solicitation is being conducted under FAR Part 12 in conjunction with FAR Part 15.

Background

Work Details
The Contractor shall provide IPIA and SAA Monitoring and Inspection Services as per the Performance Work Statement (PWS), Attachment 1. The services include Transition In, Management and Administration, IPIA Monitoring, SAA Monitoring, Ancillary Services, SE Non-Technical Special Investigation and Studies, Technical Special Investigation and Studies, Regulatory Specialist, Travel NTE. The schedule of services can be found in Attachment 2, Pricing Worksheet.

Period of Performance
The period of performance is one (1) 12-month base year period, and four (4), 12-month option periods.
