Description

The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price purchase order to procure 12 new IONSCAN 600 Explosives Trace Detection Systems with Integrated Printers.manufactured by Smith's Detection under GSA contract GS-07F-081DA. The IONSCAN 600 explosive detection system is the only system used by the NIH Police for screening visitor and commercial vehicles. The 500+ security guard force is trained on this system. Replacing this system with a different model would increases costs and disrupt security screening operations. This would increase risk to the NIH. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the specific The IONSCAN 600 equipment as it is a proprietary product of Smiths Detection. This is the explosives detection system used by the NIH Police. This is the only system the 500+ security guard force is trained to operate. This notice is not a request for competitive quotes. However, any party that believes it can provide the services as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
