USFS PPS FPO SWZ CSA #2 is pursuing a contract for services to provide Wastewater Treatment Plant (WWTP) Operations (Ops) and Maintenance (Maint) services at various facilities on the Inyo National Forest. The facilities included are the Bishop Creek WWTP, Rock Creek WWTP, Convict Lake WWTP, and the lift station at the Eastern Sierra Visitor Center. Services shall be performed by the awardee in accordance with the specifications, terms, and conditions of this solicitation, including those found in the solicitation attachments (see Solicitation Section D).

SET-ASIDE: This solicitation is set aside 100% for Small Business entities under NAICS 221320 - Sewage Treatment Facilities.

Background
The U.S. Forest Service (USFS) is seeking a contractor to provide comprehensive operations and maintenance services for wastewater treatment plants (WWTP) located in the Inyo National Forest. The primary goal of this contract is to ensure the efficient operation and maintenance of three specific WWTPs: Bishop Creek, Rock Creek, and Convict Lake, along with the lift station at the Eastern Sierra Visitor Center. This initiative aligns with the agency's mission to manage national forests sustainably while ensuring compliance with environmental regulations.

Work Details
The contractor will be responsible for a range of tasks including:

1. Operation, Maintenance, Service, and Repair of Wastewater Treatment Plants and Collection Facilities: This includes routine, preventive, and corrective maintenance for all components such as lift stations, aerated treatment ponds, infiltration/evaporation ponds, discharge pumps and motors, electrical service and control panels, sewer collection facilities, comminutors, leach fields, septic tanks, landscaping around plants, odor control measures, pest control measures, security measures for plant sites, and snow removal.

2. Effluent Sampling and Analysis Coordination: Collecting effluent samples from each plant according to Waste Discharge Requirements (WDRs), coordinating with designated laboratories for analysis, completing lab slips accurately, packaging samples for shipment, and maintaining records of sampling dates and analyses.

3. Compliance Monitoring: Ensuring continuous compliance with discharge specifications outlined in WDRs by monitoring influent/effluent quality and implementing operational adjustments as needed.

4. Record Keeping: Maintaining accurate records of all operations including pump hours, flow meter readings, sampling results, maintenance logs, and operational logs.

5. Infrastructure Assessment: Collecting field data on wastewater system infrastructure conditions and reporting deficiencies to the Forest Service.

6. Wastewater Sludge Management: Managing sludge in compliance with WDR requirements including submitting a Sludge Management Plan for approval before removal.

7. Spare Parts Inventory Management: Maintaining an inventory of essential spare parts as specified by the Forest Service while ensuring timely procurement of materials needed for repairs.

Period of Performance
The contract is expected to commence on March 23, 2026, with a duration of one year (365 days), subject to potential option years at the discretion of the Forest Service.

Place of Performance
The services will be performed at various locations within the Inyo National Forest including Bishop Creek WWTP (approximately 12 miles southwest of Bishop), Rock Creek WWTP (near Highway 395 southeast of Tom's Place), Convict Lake WWTP (south of Mammoth Lakes), and the Eastern Sierra Visitor Center lift station (south of Lone Pine).
