Background
The U.S. Army Corps of Engineers, Fort Worth District, is issuing this Invitation for Bids (IFB) for the sale of Government-owned timber at the Red River Army Depot in Texarkana, Texas. The purpose of this contract is to facilitate the removal of pine and hardwood timber as part of forest management efforts. The contract aims to ensure sustainable harvesting practices while generating revenue from government-owned resources.

Work Details
The contract involves the sale and removal of various types of timber from approximately 590 acres located in Compartment 23 at the Red River Army Depot. The estimated volumes for sale include:
- Pine Sawtimber: 5,056 Tons
- Pine Chip-N-Saw: 3,300 Tons
- Pine Pulpwood: 4,967 Tons
- Hardwood Sawtimber: 150 Tons
- Hardwood Pulpwood: 2,472 Tons.

The timber will be harvested under a pay-as-cut contract where the successful bidder will be responsible for all labor, equipment, and materials necessary for harvesting. Specific provisions include maintaining a basal area during harvesting operations and ensuring that logging slash is managed appropriately. The contractor must also comply with safety regulations and environmental protections throughout the operation.

The successful bidder must complete all timber harvesting operations by December 31, 2027.

Bidder Requirements
Bidders must submit a deposit of $25,000.00 with their bid in the form of a cashier's check or money order made payable to F&A Officer, USAED, Ft. Worth. Personal checks are not acceptable. Bidders are required to have personnel clear through the Depot Security Officer prior to beginning operations and must comply with all safety regulations established by local, state, and federal agencies.
