Synopsis:

NASA/NSSC has a requirement for Investigation of surface films as reservoir for volatile methylsiloxane SVOCs and updated phase partitioning analysis using ISS gas and particle concentration data.

NASA/NSSC intends to issue a sole source contract to SUFFOLK UNIVERSITY 73 Tremont ST Boston, Massachusetts 02108-3916 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that SUFFOLK UNIVERSITY is the sole provider of Investigation of surface films as reservoir for volatile methylsiloxane SVOCs and updated phase partitioning analysis using ISS gas and particle concentration data.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 611430

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 p.m. Central Standard Time on 7/21/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for the investigation of surface films as reservoirs for volatile methylsiloxane semivolatile organic compounds (SVOCs) and updated phase partitioning analysis using gas and particle concentration data from the International Space Station (ISS).

The contract is intended to be awarded solely to Suffolk University, which has been determined to be the only provider capable of fulfilling this requirement. This effort is crucial for ensuring the health and safety of mission crews during long-duration space missions, including future Lunar habitations and Martian expeditions.

Work Details
The scope of work includes:
1. Generating surface partitioning coefficients and timescales for target VMS species identified in previous research.
2. Evaluating contributions of non-OH-driven oxidation to VMS chemistry and partitioning dynamics.
3. Updating gas-particle phase partitioning parameters for VMS oxidation products using data from the Exploration Aerosol Monitors (ExAM) and other ISS systems as available.
4. Preparing a conference presentation and revising models based on feedback from the International Conference on Environmental Systems in July 2026.
5. Delivering a comprehensive final report summarizing methods, results, discussions, and conclusions regarding the findings.

Period of Performance
The project period of performance is 13 months from the approval of funding award.

The work will be performed at NASA Glenn Research Center.
