Background
The Defense Logistics Agency (DLA) is issuing a sole source contract to Cherokee Nation Armored Solutions (CNAS) for inventory management services. The contract aims to support the management and maintenance of inventory for Tube-launched, Optically-tracked, Wireless (TOW) missile systems and the Bradley Fighting Vehicle Family of Systems at the CNI facilities in Huntsville, Alabama.

The contract is structured as a 3-Year Indefinite Delivery Indefinite Quantity (IDIQ) with an initial award covering two Contract Line Item Numbers (CLINs). The minimum and maximum values for the IDIQ are set at $1,000 and $15,000,000 respectively.

Work Details
The contractor will manage and maintain current and new inventory over a four-month period at the CNI facility in Huntsville, AL. The proposal must include costs associated with two CLINs: one for a four-month period and another for a one-month period. Key responsibilities include:
- Receipt and Inspection: Receive, inspect, and document all incoming Government-Furnished Material (GFM) shipments, verifying quantities against shipping documents (DD250). Report discrepancies to the designated Government representative.
- Inventory Management: Provide necessary material handling equipment (MHE) such as forklifts, pallet jacks, and conveyors along with trained personnel to safely move and store GFM. Maintain an accurate inventory of all stored GFM as identified in the attachment “Croatia Bradley Inventory May 2025.” Provide bi-weekly inventory reports reflecting updates on new items received and changes in quantities of existing items.
- Secure Storage: Offer secure, climate-controlled warehousing space sufficient for anticipated GFM volume.
- Preparing Shipments of GFM: Package inventory for shipment and prepare DD1149s for shipment.
- Physical Security Requirements: Comply with DoD Manual 5100.76 regarding physical security of Arms, Ammunition, and Explosives (AA&E). Allow access to DCSA representatives for compliance inspections.
