This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of Contractors capable of meeting the Government's minimum requirements.

NAVSUP Fleet Logistics Center, Jacksonville, FL is issuing this Sources Sought Notice to determine whether there are potentially qualified firms capable of providing and installing DMP XR550 alarm panels at 17 Navy Reserve Centers (NRCs) within the Navy Region Southeast (NRSE) area of responsibility. Upon completion of installation, qualified firms would provide continuous monitoring (while armed), testing, maintenance, and repair services for the Intrusion Detection Systems (IDS), Access Control Systems, and Fire Alarm Systems at the 17 NRCs. Specific site locations are detailed in the attached DRAFT copy of the Performance Work Statement (PWS).

This notice does not constitute a Request for Quote. The intent of this notice is to identify potential offerors for market research purposes and to determine if there are qualified firms able to fulfill this requirement. This notice does not constitute a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.

NAICS Code: 561621 Security Systems Services (except Locksmiths)

Description/Scope of Work: See the attached DRAFT Performance Work Statement

It is anticipated that any resulting solicitation will be for Firm-Fixed-Price with a NAICS Code of 561621.

SUBMISSION REQUIREMENTS:

Responses to this Sources Sought Notice shall not exceed five (5) pages in length. The technical capabilities statement shall include:

  1. Contractor Information: Provide your company name, address, POC name, phone number, email, CAGE code, SAM Unique Entity ID (UEI) and NAICs.
  2. Size of Business: Large Business or Small Business. If small, please provide the socioeconomic status.
  3. If the services can be solicited from a General Services Administration (GSA) schedule contract vehicle, other vehicle or Open Market.
  4. A brief description of the capability, resources, technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Draft PWS will not be considered sufficient to demonstrate the capabilities of an interested party.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information requests. No telephone calls requesting a solicitation package will be accepted, as this is not a solicitation. To protect the integrity of any future procurement, if any, that may arise from this announcement, information regarding the Government Technical Point of Contact (GTPOC) will not be provided and no appointments for presentations will be made.

Those firms interested in providing information in response to this Sources Sought are requested to provide the above information to Jamie Mills at Jamie.l.mills20.civ@us.navy.mil by 3:00 PM EST, Monday, 4 August 2025. The subject line of the email shall read: Intrusion Detection Systems Sources Sought.

Background
NAVSUP Fleet Logistics Center, Jacksonville, FL is issuing this Sources Sought Notice to determine the availability of Contractors capable of meeting the Government’s minimum requirements for providing and installing DMP XR550 alarm panels at 17 Navy Reserve Centers (NRCs) within the Navy Region Southeast (NRSE) area of responsibility.
The goal is to ensure that NRC facilities are protected against intrusions by unauthorized personnel through effective functioning of installed security systems.

Work Details
The Contractor shall provide DMP XR550 alarm panels with installation, continuous monitoring (while armed), testing, maintenance, and repair services for Intrusion Detection Systems (IDS), Access Control Systems, and Fire Alarm Systems across 17 Navy Reserve Centers (NRCs).
Specific tasks include:
1. Installation of alarm panels with Ethernet/IP connectivity and cellular backup.
2. Compliance with Navy standards for maintenance, inspection, and repair activities.
3. Continuous monitoring by a 24/7 Central Monitoring Station that contacts the Customer upon receiving any alarm signal, verifies validity, and notifies appropriate authorities if necessary.
4. Conducting annual inspections and testing of all alarm systems during normal working hours.
5. Providing routine on-site maintenance, repair, and replacement of equipment due to normal wear and tear at no additional cost to the Customer.
