Intrusion Detection System (IDS) at the Paul D. Wellstone Federal Building

Background
The U.S. Department of Homeland Security (DHS), through the Federal Protective Service (FPS), is issuing this Request for Quote (RFQ) to acquire services for the installation of an Intrusion Detection System (IDS) at the Paul D. Wellstone Federal Building located in Minneapolis, Minnesota.

The goal of this contract is to enhance security measures at the facility by implementing a state-of-the-art IDS, ensuring the safety and protection of government personnel and assets.

Work Details
The contractor shall provide all labor, materials, management, expertise, transportation, supervision, training, licenses, and permits necessary for the installation of a new stand-alone Intrusion Detection System (IDS). Specific tasks include:
1) Installation of the IDS at the Paul D. Wellstone Federal Building;
2) Technical services including support, testing, maintenance, and repair of the system and its components as outlined in the Statement of Work (SOW);
3) Compliance with all applicable regulations including the Service Contract Act;
4) The contractor must ensure that all equipment is inspected upon delivery and that any damaged or non-functional equipment is rejected;
5) The project completion deadline is set for no later than 60 business days after receipt of the 'Notice to Proceed.' Additionally, there will be options for maintenance services extending over several years following installation.

Period of Performance
The period of performance for this contract will begin on October 1, 2025, and conclude on November 30, 2025. Maintenance options may extend from December 1, 2025, through November 30, 2030.

Place of Performance
The contract will be performed at the Paul D. Wellstone Federal Building located at 212 Third Avenue South, Minneapolis, Minnesota 55401.
