This is a Sources Sought Notice ONLY.

This notice is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the respondent. Not responding to this notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE), SAM.gov. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

In response to this sources sought, please adhere with the following:

All responses limited to 5 pages and include the following additional information: name of the firm, point of contact, phone number, email address, Unique Entity Identifier (UEI), CAGE code, a statement regarding small business status (including small business type(s)/ certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

The contractor will provide full support for Intoxilyzer 9000 Breath Alcohol Testing instruments at Fort Hood under a firm fixed price, multi year contract. Services include monthly inspections and preventative maintenance, ensuring compliance with TBATR, the Texas Forensic Science Commission, and the Texas Department of Public Safety. Reference sample solutions will be maintained, and any deviations, noncompliance, or equipment failures will be reported within 24 hours.

For emergencies, the contractor will respond within 48 hours, transport equipment to certified labs if needed, and provide parts, labor, and materials for repairs, with detailed summaries submitted before work begins. Training will be conducted annually, including initial certification for up to 20 students and refresher courses for previously certified operators, with certificates issued upon completion.

The contractor will also provide expert testimony when required and maintain all records of inspections, certifications, and maintenance for five years. Invoicing will be submitted monthly through Wide Area Workflow (WAWF) for actual costs only, with excess funds de obligated at the end of each ordering year.

Work Details
The contractor will provide full support for Intoxilyzer 9000 Breath Alcohol Testing instruments under a firm fixed-price, multi-year contract. Key tasks include:

1. Monthly Technical Inspections/Preventative Maintenance Checks:
- Perform on-site technical inspections and preventative maintenance on the Intoxilyzer 9000, including assessments of records and certification of operators.
- Maintain reference sample solutions and report any deviations greater than 0.01% within 24 hours.
