The United States (U.S.) Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) has a requirement to support U.S. Government efforts to enhance the operational effectiveness of police in peacekeeping operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in United Nations (UN) peacekeeping missions by providing capacity-building support and specialized training, mentoring and advising.

This solicitation is reserved for small businesses under a 100% small business set-aside.

The Government intends to establish a single award contract as a result of this solicitation. The planned contract type is a hybrid which includes labor hour CLINs for the required services and cost reimbursement CLINs for travel and ODCs. Anticipated start date is September 2024.

Background

The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in United Nations (UN) peacekeeping missions by providing capacity-building support and specialized training, mentoring and advising.

Work Details
The requirement for this contract is to support U.S. Government efforts to enhance the operational effectiveness of police in peace operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers, and other justice and rule of law staff and units in peace operations by providing capacity-building support and specialized training, mentoring and advising.
The program consists of seven discrete components including capacity building and organizational development expertise, specialized trainings, pre-deployment training mentoring, training equipment procurement and delivery, curriculum sustainment and development, subject matter experts, and building maintenance and minor repair.
