OVERVIEW

The Forest Service Washington Office (WO) Procurement and Property Services (PPS), National Contracts Branch has a requirement to acquire a contract for forestry research and development expertise, project management and technical support services to effectively implement and execute international sustainable forestry, biodiversity conservation, mitigation of climate change, natural resource management, and disaster mitigation for missions in over 90 countries throughout the world.

This acquisition is for an Indefinite Delivery Indefinite Quantity contract with an overall maximum of $300,000,000.00 where the subsequent task orders with be fixed priced, cost-plus fixed fee or a combination of the two.

PPS desires to obtain the services of one General "Prime" Contractor (GC), and referred to as Offeror or Contractor, who shall be singularly responsible to satisfy the terms of the resulting contract. This solicitation is issued under FAR 15 procedures. The appropriate NAICS code for this requirement is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).

Set-A-Side: This procurement is set-a-side for small business entities with preference to Small disadvantaged business entities.

Background
The U.S. Forest Service Washington Office – Procurement and Property Services, National Contracts Branch, requires an indefinite delivery/indefinite quantity contract to secure forestry research and development expertise, project management and technical support services to implement international sustainable forestry, biodiversity conservation, climate change mitigation and adaptation, natural resource management and disaster mitigation for over 90 countries.
The IDIQ has a $300 million ceiling, with task orders issued as fixed-price, cost-plus fixed fee, or hybrid.

Work Details
Contractor shall recruit, hire, manage and oversee U.S.-based and in-country personnel; secure work permits, visas, security clearances and Department of State counter-threat training; establish emergency medical and evacuation procedures; provide short- and long-term forestry research and development personnel skilled in sustainable forestry, climate change mitigation and adaptation, natural resource management, biodiversity conservation, governance and policy development, disaster response and mitigation, IT systems, technical writing and editing, training facilitation, logistics and specific language and cultural competencies; establish and manage overseas project offices including technical experts, project management, training, administrative services, security/guard services, IT and database support, logistics, communications and conference support; process overseas administrative payments and services on a firm fixed price basis with fee scales for workshop support, interpretation, procurement of supplies, facilities and housing, vehicles and program equipment, salary and allowances, and general office support; transition existing tasks and personnel from the incumbent contractor; designate key personnel including a Project Manager meeting contract criteria; and comply with task order performance standards and quality assurance surveillance.

Period of Performance
Base period March 2, 2023 – March 1, 2024, with four one-year option periods: March 2, 2024 – March 1, 2025; March 2, 2025 – March 1, 2026; March 2, 2026 – March 1, 2027; and March 2, 2027 – March 1, 2028.

Place of Performance
Services performed at contractor facilities and U.S. Forest Service locations in the United States and in over 90 countries worldwide, including North America (Canada, Mexico); Latin America and the Caribbean; Africa; Asia and the Pacific; the Middle East and North Africa; and Europe and Eurasia, as specified in individual task orders.

Bidder Requirements
Set-aside: Total Small Business Set-Aside – SBA, with preference to small disadvantaged business entities.
Offeror must serve as a single prime contractor.
Key personnel must include a Project Manager with demonstrated operational familiarity and senior management experience in international forestry research and development and complex contract administration.
Contractor personnel must hold required work permits, visas, security clearances and completion of Department of State Counter Threat Awareness and Foreign Affairs Counter Threat Training.
Key personnel substitutions require advance notice and contracting officer approval.
