International Business Machines (IBM) Zero Trust Compliancy Software

The Defense Information Technology Contracting Organization (DITCO) intends to issue a sole source award to International Business Machines (IBM) Corporation. The purpose of this action is to procure a proprietary, brand-name, commercial off-the-shelf IBM Zero Trust Compliancy Software solution for DISA, in support of Data Center Mechanicsburg and Data Center Ogden. The procurement will be awarded as a firm-fixed price, sole source contract to IBM Corporation, the original equipment manufacturer (OEM) of IBM Zero Trust Compliancy Software solution. Proposals are being requested and a written solicitation is provided as an attachment to this notice. Please see the attached solicitation and redacted J&A for details and information that must be included with the proposal. Offerors must fill in blocks 30(a), (b), and (c) on page 1 of the solicitation. The CLIN amounts starting on page 16 also need to be completed, the Contractor POC information on page 47, as well as the applicable clauses. Please complete the attached solicitation in its entirety and return to Ms. Kristen Abbott, kristen.m.abbott2.civ@mail.mil, (618-418-6977) for consideration for award. Responses are due by June 21, 2024 at 10:00 AM CST. Please provide your company's business size, CAGE code, UEI number, and a point of contact. Also, please provide a copy of your company's commercial price list so the Government can justify the prices received are fair and reasonable, as well as determine the discount percentage received. All responsible sources may submit a capability statement, proposal, or quotation, which will be evaluated and considered by the agency. Award shall be made based on a technically acceptable sole source negotiated procurement.
