Enclosed is a Request for Quotations (RFQ) for Interior painting and refinishing of wood floors for the U.S. Government residential housing in Tirana. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference at the site. The site visit will be held on May 29, 2026, at 10:00 am, at Rilindja Ridge Compound Prospective offerors/quoters should contact: TiranaBids@state.gov by May 28, 2026, at 10:00 am to arrange entry to the site. To have access please send an email with names of participants.

Quotations are due by June 12, 2026, at 10:00 am. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Background
The U.S. Government is seeking quotations for interior painting and refinishing of wood floors for residential housing located in Tirana, Albania. The contract aims to enhance the living conditions of government employees by providing quality maintenance services in their residences.

Work Details
The contractor will perform the following tasks:
1. Interior Painting: Use VITEX CL-81 or similar paint for walls, VITEX White or similar for ceilings, and VITEX Gloss White or similar for garage walls and ceilings. Paint baseboards with white gloss Aqua Chrome or similar paint, entrance ceilings with white gloss paint, inside doors with white gloss paint, and the main door with a dark blue color.

2. Wood Floor Refinishing: Prepare floors by moving furniture, removing debris, sealing air vents, and sanding the floor using various grits (coarse to fine). Apply wood stain and finish using water-based polyurethane or lacquers. Specific villas (3, 5, 7, 12, 13, 16, and 17) will be serviced with detailed measurements provided for each area requiring painting and refinishing.

The construction projects will be performed at the Rilindja Ridge Compound in Tirana, Albania.
