Description

The purpose of this contract is to provide comprehensive support across multiple task areas to advance the mission of the Haitian National Police (HNP) and the goals of the INL/PAP program. This includes deploying Subject Matter Expert (SME) Advisors, United Nations Police (UNPOL) Advisors, and delivering logistics support to the HNP School and Academy facilities. The contractor will also oversee the implementation and delivery of Special Projects designed to strengthen HNP institutional capacity. Additionally, the contract requires provision of life and mission support services to the in-country Program Management Office (PMO), encompassing security, logistics, morale, welfare, and recreational support for deployed personnel all under the strategic direction of the INL Director and aligned with mission objectives.

Background
The Department of State, specifically the Bureau of International Narcotics and Law Enforcement Affairs (INL/PAP), is issuing this justification for an interim contract extension to support the Haitian National Police (HNP). The goal of this contract is to provide comprehensive support across multiple task areas that advance the mission of the HNP and align with the objectives of the INL/PAP program. This includes deploying Subject Matter Expert (SME) Advisors and United Nations Police (UNPOL) Advisors, as well as delivering logistics support to HNP facilities.

Work Details
The contractor will provide a range of services including: deploying SME Advisors and UNPOL Advisors; delivering logistics support to HNP School and Academy facilities; overseeing implementation and delivery of Special Projects aimed at strengthening HNP institutional capacity; providing life and mission support services to the in-country Program Management Office (PMO), which includes security, logistics, morale, welfare, and recreational support for deployed personnel.

The contractor will also assign SMEs to offer advisory and technical expertise in law enforcement operations, community policing, corrections, gender integration, rule of law, budgeting and finance, fleet and asset management, and logistical planning. Additionally, they will be responsible for logistical onboarding of new HNP recruitment classes by supplying uniforms, equipment, medical screening, and other necessary materials for successful induction and training cycles.

Period of Performance
The contract extension will have a total duration of six months: a three-month base period from August 29, 2025 to November 28, 2025 followed by an option period of three months from November 29, 2025 to February 28, 2026.

Place of Performance
The contract will be performed in Haiti.
