Intent to Sole Source - VMware NIPR Software and License Renewal

Background
The Government intends to award a sole source contract to Carahsoft Technology Corp. for the renewal of VMware NIPR Software and License Renewal. This decision is based on the determination that only one source is available to meet the specific requirements of the Department of the Air Force (DAF) as mandated by the DISA VMware by Broadcom Blanket Purchase Agreement (BPA).

The goal of this contract is to ensure continuity of mission-critical services by renewing licenses that are essential for the operation of Network Operations Systems.

Work Details
The contract involves the renewal of VMware licenses and technical support specifically for Network Operations Systems. The current licenses supporting the NIPR system are exclusively VMware, and it is critical that renewal licenses remain consistent with this brand to prevent software failure.

The justification for this sole source award includes:
- The necessity to maintain existing VMware licenses to avoid increased costs and potential service disruptions.
- Compliance with DAF's mandatory use of DISA VMware by Broadcom BPA, which requires all DAF organizations to procure new and renewal Broadcom VMware software licenses through this agreement. This includes software maintenance, support renewals, product upgrades, and technical services.
