Intent to Sole Source VICADS upgrade

Background
The 4th Contracting Squadron at Seymour Johnson AFB, NC intends to award a non-competitive firm fixed priced purchase order to Prometheus Security Group Global. The goal of this contract is to provide installation, configuration, and testing services for the Security Forces VICADS system at Seymour Johnson AFB, NC. The acquisition is justified under the statutory authority permitting other than full and open competition as outlined in 10 U.S.C. 2304(c)(1).

Work Details
The contractor shall provide, program, and install four (4) HD PTZ CCTV cameras and thirty-six (36) 12 TB SAS HDD HP hard drives in three (3) servers compatible with the current CCTV system at SJAFB.

The contractor will replace existing 6 TB hard drives with the new 12 TB hard drives distributed as follows: twelve (12) at Bldg. 4601 BDOC, twelve (12) at Bldg. 5006 Alt BDOC, and twelve (12) at Bldg. 3200 4th Communication Squadron. Additionally, the contractor will install four (4) pole-mounted PTZ Flight Line Cameras at specified locations adjacent to various buildings on base.

All required equipment, cables, brackets, and licensing must be provided by the contractor, ensuring proper functionality and integration into the existing systems at both Base Defense Operation Centers (BDOC) and Alt BDOC. The contractor is responsible for programming all equipment and installing wiring in conduit that must be painted brown to match existing infrastructure. All maps, text, and configuration settings require approval from the 4th SFS ESS. Workmanship must comply with standard trade practices, and qualified personnel trained in VICADS certifications are required for installation. A complete documentation package including manuals, drawings, and schematics of all installed equipment must be provided by the contractor. The contractor is also responsible for site cleanup and removal of old hardware.
