NOTICE OF INTENT TO SOLE SOURCE

This is a non-personal services contract to acquire on-site training for Government personnel and as-needed maintenance support in order to safely and accurately operate a Government-owned ShopBot computer numeric control (CNC) Machine used for the President of the United States and Vice President of the United States Seals and Coat of Arms Plaque production. The services shall also include generating the necessary model and CNC files and programs for accurate machining, and delivery of an operations manual.

Background
The Institute of Heraldry (TIOH) is seeking a contractor to provide non-personal services for on-site training and maintenance support for a Government-owned ShopBot computer numeric control (CNC) machine. This machine is utilized for the production of official seals and coat of arms plaques for the President and Vice President of the United States.

The goal of this contract is to ensure that TIOH personnel can safely and accurately operate the CNC machine, thereby enhancing operational efficiency in plaque production.

Work Details
The contractor will be responsible for:
1. Providing on-site training to two TIOH employees on the safe and independent operation of the ShopBot CNC machine.
2. Developing fully functional software programs, including CNC files, necessary for precise machining operations.
3. Generating model files and operational instructions specific to the production of four variations of POTUS and VPOTUS plaques (8-inch, 10-inch, 15-inch, and 25-inch), with capabilities to create alternate sizes as required.
4. Delivering an operations manual detailing the use and maintenance of the CNC machine. The contractor must also maintain a quality control program to ensure compliance with contract requirements.

The work will be conducted at The Institute of Heraldry located at Fort Belvoir, Virginia 22550, specifically in the basement where the ShopBot CNC machine is situated.
