Description

The U. S. International Trade Commission (USITC or Commission), intends to make an award award, on a sole source basis, to professor Mario Larch, Suttnerstr 4 Bayreuth, Bayern, Germany 95447., under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Professor Mario Larch have developed a Python module (HDFE) for USITC, as the original developer, Dr. Larch is uniquely qualified to provide services that will expand on HDFE's functionality and performance. Plase see attached justification for additional details.

Background
