This is a NOTICE OF INTENT TO SOLE SOURCE to award a Firm Fixed Price task order with Four Points Technologies against NASA SEWP contract NNG15SD22B to support Radiology Picture Archive Communication System (PACS) including hardware, software, support, and training in support of all VISN 1 VA Medical sites.

This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.1. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. The Department of Veteran Affairs, Network Contracting Office (NCO) 1, intends to award a sole-source contract under the authority of this non-competitive acquisition as implemented by FAR 6.103-1.

This notice of intent is not a request for quotations; interested parties may express their interest with a full description how all elements in the attached statement of work will be fulfilled by Ashley.kenyon@va.gov no later than 5:00 PM Eastern Standard Time on 12/02/25. When responding to this announcement refer to 36C24126Q0108 in the subject line of the email.

A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts.

No telephone calls will be accepted. If after 12/02/25 at 5:00 PM EST, no viable responses have been received in response to this announcement, NCO 1 shall negotiate solely with Four Points Technology. The Government anticipates the award of a firm-fixed price task order against NASA SEWP contract NNG15SD22B in accordance with Revolution FAR Overhaul (RFO) FAR 16.507-2 Fair opportunity procedures and RFO FAR 16.507-6 Exceptions to fair opportunity.

A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.

Background
The Department of Veterans Affairs, Network Contracting Office (NCO) 1, intends to award a sole-source contract to Four Points Technologies under NASA SEWP contract NNG15SD22B.

The goal of this contract is to provide VISN 1 with a comprehensive Radiology Picture Archive Communication System (PACS), which includes hardware, software, support, and training for all VA Medical sites within VISN 1.

VISN 1 encompasses multiple locations across New England and currently operates a hub and spoke PACS model, completing approximately 320,000 multi-specialty exams annually with an expected growth rate of 5% per year.

Work Details
The contractor will supply a comprehensive PACS solution that includes:
- All servers, hardware, workstations, monitors, software, ongoing upgrades, training, and technical support.
- Migration services for existing images from the current legacy PACS without significant interruption to operations.
- A hybrid cloud environment (FedRamp approved) for local caching of active images to reduce egress costs and allow rapid access.
- Workstations in both diagnostic/reading format and clinical display format with compliance to VA OI&T standards.
- Ongoing upgrades and hardware refreshes every three years or sooner if needed.
- A dedicated field service engineer for on-site support and integration services with third-party medical devices.
- PACS software capable of visualizing all common image file formats and providing advanced imaging tools such as multiplanar measurement and 3D reconstruction.

Place of Performance
The services will be performed across various locations within VISN 1 including VA Boston Healthcare System (Jamaica Plain, West Roxbury, Brockton), Bedford VA Healthcare System, Central Western Massachusetts VA Healthcare System (Leeds and Worcester), Connecticut VA Healthcare System (West Haven, Newington), Providence VA Healthcare System, Manchester VA Healthcare System, White River Junction VA Healthcare System, and Maine VA Healthcare System (Togus/Augusta/Portland).
