Background
The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for the instrumentation, reagents, supplies, and services necessary to perform Clinical Laboratory Chemistry, Immunochemistry, Chemiluminescent, and Hematology Testing on an automation line with auto-verification.

This contract is specifically aimed at supporting the Wilkes-Barre VA Medical Center (WBVAMC) and will be negotiated with Beckman Coulter, Inc., which is recognized for its expertise in laboratory instrumentation.

Work Details
The contract encompasses the following requirements:
1. **Instrumentation**: Must perform or report clinical parameters as defined in the statement of work. The instrument should have random access capability and be able to simultaneously perform complete profiles while meeting performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI).

2. **Ordering Method**: Products may be ordered via Electronic Data Interchange (EDI), telephone, email, or written communication, specifying product numbers, quantities, prices, delivery addresses, and special instructions.

3. **Performance Requirements**: Routine hematology samples should be completed in under 20 minutes; routine chemistry in no more than 70 minutes; routine immunochemistry samples in 90 minutes; and STATs within 60 minutes from receipt to verification.

4. **Inventory Management**: The contractor must maintain a continuously stocked inventory of reagents, standards, controls, supplies, disposables, etc., ensuring high quality and compliance with testing requirements. Expiration dates must be clearly marked on all items.

5. **Emergency Orders**: In case of defective supplies or failure to comply with delivery requirements, emergency supplies must be delivered within 24 hours upon verbal order.

6. **Cost per Patient Reportable Result (CPRR)**: Contractors are required to provide a price that includes installation of new equipment for the entire contract period along with all necessary consumables and maintenance.
