Synopsis
The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a Non-Kinetic Handheld Drone Defeat System for the Air Force Institute of Technology (AFIT) located at Wright Patterson AFB, Ohio 45433.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2), The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5, resulting in a firm fixed price contract. The Contracting Officer has determined that only one source is reasonably available: Invisible Interdiction.

This proposed procurement will be a Sole Source under North American Industry Classification System code (NAICS) 332994 Small Arms, Ordnance, and Ordnance Accessories Manufacturing. Business size standard is 1000 employees.

The proposed source is Invisible Interdiction. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 PM EDT on 23 April 2025.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed vendor, Invisible Interdiction, is the only known source able to satisfy the Government's requirements as they are the only supplier of a Non-Kinetic Handheld Drone Defeat System which meets the full requirements as enumerated by the attached SOW. Both AFIT and contracting personnel have utilized subject matter experts, internet to research additional sources, and a sources sought posting on SAM.gov, but were unable to find other resources that were able to meet this requirement.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Background
The United States Air Force, specifically the Air Force Life Cycle Management Center (AFLCMC/PZIBA) at Wright-Patterson AFB, Ohio, intends to award a sole source contract for the acquisition of a Non-Kinetic Handheld Drone Defeat System. This system is required by the Air Force Institute of Technology (AFIT) to address the increasing threats posed by Small Unmanned Aerial Systems. The sole source vendor identified for this procurement is Invisible Interdiction, which has been determined to be the only supplier capable of meeting the Government's requirements after extensive research and consultation with subject matter experts.

Work Details
The contract involves the purchase of a Non-Kinetic Handheld Drone Defeat System, specifically consisting of:
- 5 Ghoul Tool kits (totaling 15 units)
- 10 additional handles.

The system must include:
- A low power transmitter designed to interfere with communication and GPS links used by commercial drones at short tactical engagement ranges.
- The ability to mount on a standard NATO rail or be carried with a dedicated pistol grip.
- Capability to jam common GPS bands (2.4GHz and 5.8GHz).
- An effective range of at least 300 meters.

Additionally, training for up to 25 personnel will be provided within 90 days post-award, including two onsite training sessions and physical/digital copies of instruction manuals.

Period of Performance
The contractor shall provide the GAT system hardware and training manuals within 90 days of contract award.
