Description

The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of the Assistant Administrator (OAA), Thunder Bay National Marine Sanctuary, Alpena, MI, has a requirement for a Multi-Purpose Winch, Series 388-3ELW. The milti-purpose winch has to operate a side scan sonar system onboard a research vessel at Wisconsin Shipwreck Coast National Marine Sanctuary (WSCNMS) to document and monitor known sanctuary resources, and to systematically locate currently undiscovered resources, the sanctuary has purchased a side scan sonar system. A shipboard multi-purpose winch is required to utilize this system. The multi-purpose winch will be used with a side scan sonar system by WSCNMS and other Great Lakes national marine sanctuaries. A shipboard multi-purpose winch is required to utilize this system.

Work Details
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with InterOcean Systems, LLC, 9201 Isaac Street, Suite C, Santee, CA 92071 using the procedures in Part 13, to procure a multi-purpose winch, Series 388-3ELW to be used with the ECHO81 side scan sonar system on a small research vessel to do mission critical scientific research and monitoring of historic shipwrecks within the boundaries of the newly designated Wisconsin Shipwreck Coast National Marine Sanctuary. The expected delivery date of the winch is July or August 2023. The multipurpose winch should include the base, drum, a diamond-screw level-wind, integral controller, 30 ft. cable remote control, 6-channel slip ring assembly, lifting eyes, and cable spooling service.
