Intent to Sole Source - Laser Tracker System Calibration

Background
The Portsmouth Naval Shipyard intends to sole source calibration and certified maintenance services for nine Automated Precision Inc. (API) Laser Tracker Systems, which include four R80 Radian Plus units, two R80 Radian units, and three R50 Radian units.

The goal of this contract is to ensure that the Laser Tracker Systems remain fully operational to support shipyard operations, including precision measurements for ship maintenance and repair. Automated Precision Inc. is the original equipment manufacturer (OEM) and possesses the proprietary data, software, diagnostic tools, and approved processes necessary for this certified work.

Work Details
The contractor will be responsible for providing maintenance, repair, and calibration services for the following nine API Laser Tracker Systems: four 80M Radian Plus Laser Trackers (Serial Numbers: 70087, 70421, 70471, 70620), two 80M Radian Laser Trackers (Serial Numbers: 60569, 60579), and three 50M Radian Laser Trackers (Serial Numbers: 60316, 60283, 60570).

The services must meet NAVSEA METCAL Calibration standards as specified by the NAVSEA Technical Warrant Holder. The proprietary calibration process used by API is essential to maintain factory-new standards and cannot be performed by any other vendor.

Bidder Requirements
Only Automated Precision Inc. can provide these services due to their proprietary rights and exclusive licensing agreements. Other vendors do not have access to the necessary proprietary software or processes required for true calibration of the systems.
