Description

This is a notice of intent for sole source procurement. The Missouri Aviation Classification Repair Activity Depot (MO AVCRAD) located in Springfield, MO intends to award a Firm Fixed Price contract for Performance Assurance (PA) services for four (4) Haas brand metalworking machines, as described in the attached B8 Performance Work Statement (PWS).. The attached Limited Source Justification document contains the rationale for determining that only one source is reasonably available.

This announcement is in accordance with requirement listed above, under the authority of FAR 13.106-1(b)(1) and FAR 13.106-3(b)(3)(i), Limited source acquisitions over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold. This notice is posted for informational purposes only and is not a request for competitive offers. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. This is not a request for competitive quotes; however, all quotes received in writing within the request for quote due date of this notice will be considered by the Government.

Additional information/Quotes must be submitted via email to: douglas.m.young4.civ@army.mil and stephen.j.miller1.civ@army.mil and are due by 3:00 p.m. Central Daylight Time, 19 September 2024. This action is conducted under FAR Part 13. The applicable North American Industry Classification System (NAICS) is 811310. System for Award Management (SAM) registration is required for all vendors doing business with the Department of Defense (DoD).

Background
The Missouri Aviation Classification Repair Activity Depot (MO AVCRAD) located in Springfield, MO intends to award a Firm Fixed Price contract for Performance Assurance (PA) services for four (4) Haas brand metalworking machines.

This procurement is being conducted under the authority that allows for limited source acquisitions over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold. The rationale for this sole source procurement is detailed in the attached Limited Source Justification document, which states that Phillips Corporation Inc. is the sole and exclusive distributor of Haas CNC Machine Tools and associated factory certified services for U.S. Government facilities.

Work Details
The contractor shall perform the following tasks:
1. Conduct an initial comprehensive PA inspection of the four Haas machines within 60 days after receipt of order.
2. Provide a report detailing work performed, findings, and condition of each machine within 15 calendar days after service completion.
3. Provide an estimate of repairs required to bring machines up to safety standards or original factory specifications within 30 calendar days after service completion.

The government will furnish necessary workspace, materials such as coolants and oils, equipment like a Man Lift, and services including waste removal.

Period of Performance
The requested service period of performance is for a Base year, plus four (4) one-year Option periods.

Place of Performance
The contract will be performed at the Missouri Aviation Classification Repair Activity Depot (MO AVCRAD), Springfield, MO.
