Intent to Sole Source for Indonesian Maritime Patrol Aircraft

This Synopsis is being posted to satisfy the requirement under the Federal Acquisition Regulation 5.201 and Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Air Warfare Command Aircraft Division (NAWCAD) intends to solicit, negotiate and award a Sole Source contract, under the authority of 10 USC 2304(c)(4) with Integrated Surveillance and Defense Inc. (ISD).

REQUIREMENTS: This effort is in support of Security Cooperation Office under the Foreign Military Sales (FMS) Case ID-PLAZ, amendment 1, providing support efforts to the Indonesian National Military-Naval Force (TNI-AL) Maritime Patrol Aircraft (MPA). The Firm Fixed Price (FFP), contract will be awarded on a sole source basis, to Integrated Surveillance and Defense Inc. (ISD) (25999 SW Canyon Creek Road, Suite F, Wilsonville, OR, 97070) under the Foreign Military Sales (FMS) program of the Indonesian National Military. ISD will upgrade two (2) CN-235 maritime patrol aircraft, modify one (1) King Air 350i aircraft, manufacture one (1) Mission System Simulator (MSS), and provide FSR support, and develop and deliver operational capabilities and maintenance training to the Indonesian National Military-Naval Force (TNI-AL).

The Government plans to fund this contract with FMS funds.

This notice of intent is not a request for competitive proposals nor will unsolicited proposals be accepted. However, interested parties may submit a brief capability statement identifying their capabilities in response to this requirement which, if received by 15 August 2023 at 12:00 PM, ET, shall be considered by NAWCAD. Responses should reference this notice. No telephone responses will be accepted.
