Description

This is a notification of an intent to award four sole source Blanket Purchase Agreements (BPA) to 1. GN Resound North America Corporation BPA No. 36C79125D00005/75H71225A0006, 2. Oticon Inc BPA No. 36C79125D0006/75H71225A00007, 3. Sonova USA Inc BPA No 36C79125D0007/75H71225A00008 and 4. Starkey Laboratories Inc BPA No. 36C79425D0008/75H71225A00009 under NAICS code 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing by Indian Health Services (IHS), Phoenix Area Office (PAO), Division of Acquisition Management (DAM) for a five-year contract under the authority of FAR 8.405-6, Only One Source.
The Indian Health Service, Phoenix Area Office, Division of Acquisition Management is awarding four BPAs to GN Resound NA Corporation, Oticon Inc, Sonova USA Inc, and Starkey Laboratories Inc for Hearing Aid Supplies and Hearing Aid Repair Services for a five-year BPA for the Audiology Department at the Phoenix Indian Medical Center located in Phoenix, AZ.

The GN Resound NA Corporation, Oticon Inc, Sonova USA Inc, and Starkey Laboratories Inc shall provide the following types of prescription digital hearing aids: custom (CHA), behind-the-ear (BTE); and receiver-in-the-canal (RIC). It also includes wireless systems that require a hearing aid in order to function; various types/styles of earmolds; digital wireless CROS transmitters; simple wireless remotes; rechargeable hearing aids; Cochlear Implant and Auditory Osseointegrated Implant compatible devices; primary and secondary features, extra components, programming software and training related to the devices covered within the schedule. Also included hearing aid chargers and repairs to the
customized (prescription) hearing aid devices that require repair and are out of warranty.

If you can provide the supplies requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to donovan.conley@ihs.gov referencing notice number PIMC-Hearing Aids-Audiology by 4:00 PM (MST) June 23, 2025. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

Background
The Indian Health Service (IHS), specifically the Phoenix Area Office, Division of Acquisition Management, is awarding four sole source Blanket Purchase Agreements (BPAs) to GN Resound North America Corporation, Oticon Inc, Sonova USA Inc, and Starkey Laboratories Inc.

The goal of these contracts is to provide Hearing Aid Supplies and Hearing Aid Repair Services for the Audiology Department at the Phoenix Indian Medical Center located in Phoenix, AZ. This contract is aimed at enhancing the auditory health services provided to the community served by IHS.
