Intent to Sole Source - ANSA Mastercam Software License and Maintenance Support

A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Quotations are being requested and only a solicitation on CHESS IT Mart will be issued. The solicitation is being conducted under FAR Parts 12 & 13.5, Full & Open Competition. All responsible sources may submit a quote, which shall be considered.

The Army Contracting Command-Detroit Arsenal (ACC-DTA), MI intends to award a sole source, firm-fixed price contract for the procurement of Renewal of ANSA Mastercam pre-processing software licenses and maintenance support. The proposed contractor is:

Bids must be received via email by ACC-DTA Contracting Office (see Contracting Office info below) no later than 1:00 PM Eastern Standard Time (EST), December 21, 2023. I. All Clauses and provisions of the SAM contract applies to this acquisition.

J. This Combined Synopsis Solicitation contains clauses and provisions requiring a fill-in or representation. Offeror shall submit a copy of this Combined Synopsis Solicitation with their quote and respond to these clauses and provisions accordingly. A failure to complete these fill-ins may cause your offer to be determined ineligible for award.

K. Basis for award - The proposed contract action is for supplies for which the Government intends to solicit and negotiate with CHESS IT Mart and SAM vendors. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will award a contract to the offeror's proposal based on evaluation criteria order of importance. Order of Importance is as follows: Specification for the renewal of ANSA Mastercam pre-processing software licenses and maintenance support is more important than cost, cost is more important than immediate availability (Specification for renewal of ANSA Mastercam pre-processing software licenses >Cost> immediate availability).

L. GENERAL REQUIREMENT

A.1 This action is for the renewal of Automatic Net generation for Structural Analysis (ANSA) pre-processing software licenses and maintenance support via a new Firm Fixed Price (FFP) contract. Base and 2 option years.

-ANSA/EPILYSIS/META Local Network License, ver. 22.X on PC's with Linux glibc3.3 or later, OpenGL PC's with Windows 7/8/10, OpenGL maintenance service & support (telephone, On-line), software & documentation revisions and updates.

-PROE to ANSA Direct Translator.

Renewal of ANSA Mastercam pre-processing software licenses and maintenance support ANSA/Epilysis/Meta Local Network License Base with two options. Pricing must be all inclusive.
