Description

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to DynaTouch Corporation. This procurement will be for the purchase of two (2) Software and Maintenance service plans for the DynaTouch Queuing Kiosk Systems currently in use at the 4 FSS MPF at Seymour Johnson AFB.

APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). DynaTouch Corporation is the sole manufacturer and provider of the software needed to operate the kiosks currently used on the installation. Furthermore, DynaTouch Corporation does not license any other companies or organizations to maintain, upgrade, or service its products. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.

Background
The 4th Contracting Squadron at Seymour Johnson AFB, NC intends to award a sole source purchase order to DynaTouch Corporation for the procurement of two Software and Maintenance service plans for the DynaTouch Queuing Kiosk Systems currently in use at the 4 FSS MPF.

DynaTouch Corporation is the sole manufacturer and provider of the necessary software for these kiosks, which are critical for customer service operations within the Military Personnel Flight (MPF). The goal of this contract is to ensure that the kiosks remain operational and effective in managing customer interactions.

Work Details
The contractor will provide software and maintenance services for the DynaTouch Queuing Kiosk Systems. Key tasks include:
1. Presenting software for displaying, securing, and managing web-enabled content on kiosks.
2. Designing and maintaining the system without relying on customer service technicians' technical knowledge.
3. Making major software or design changes as requested by the MPF.
4. Ensuring that the system does not require regular data input from technicians.
5. Providing a digital status board display for customers to identify their queue status, compatible with smart televisions provided by 4 FSS.
6. Supplying all hardware associated with the kiosks and status boards while ensuring access to commercial internet.
7. Troubleshooting server, software, or hardware issues (excluding internet problems).
8. Offering unlimited technical support during business hours through various communication means throughout the license period, including on-site visits when necessary.
9. Implementing a queuing system that collects basic sign-in information without requiring Personally Identifiable Information (PII) and automatically places customers into appropriate queues based on their requested services.
10. Allowing customization of instructions displayed to customers based on their selected services.
11. Enabling management capabilities to define service areas, modify content, set specific sign-in schedules, disable sign-ins as needed, and notify technicians of customer queues.
