Description

Background
The 355th Contracting Squadron at Davis-Monthan Air Force Base, Arizona, intends to issue a sole-source procurement action for the maintenance and system refresh of the base-wide Giant Voice mass notification system.

The existing infrastructure is proprietary technology designed and manufactured exclusively by SiRcom USA. HQE Systems Inc. has been identified as the only certified source capable of executing this critical maintenance due to the specialized nature of the system.

The requirement is for a system refresh of the base-wide Giant Voice mass notification radios, which involves maintenance, repair, and updates to ensure operational integrity. The system relies on proprietary software and unique RF telemetry protocols that are incompatible with third-party components. Only factory-certified personnel with authorized software diagnostic keys can perform necessary configurations and servicing without voiding warranties.

Bidder Requirements
Only HQE Systems Inc. is deemed capable of fulfilling this contract due to their certification as the sole provider of maintenance services for the proprietary Giant Voice system. Non-OEM parts or alternative manufacturers would compromise operational integrity and void warranties.

This is not a solicitation, and quotes are not being accepted at the moment.

The 355th Contracting Squadron intends to issue a sole-source procurement action for the procurement of the following items:

0001 - Giant Voice Maintenance

This requirement is accomplished in accordance with RFO Part 6.103-1(b) One Responsible Source .

All interested parties must respond no later than 9/21/2026 at 10:00am PDT to Amn Alexandra Danielle Lord at email: alexandra.lord.ph@us.af.mil or phone (520) 228-2212. Responses received will be reviewed in detail; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely at the discretion of the Government. Information received will be reviewed solely for the purpose of determining whether to conduct a competitive procurement or not. The 355th Contracting Office will not reimburse parties for any costs connected with providing capability information.
