Intent to Negotiate Sole Source Contracts with Riverside Technology

The Government intends to negotiate follow-on contracts with Riverside Technology (Riverside) on a sole source basis for a base period of six months and one three (3) month option. The sole source Observer Support Services contracts will allow for continuity of services to meet the operational mission of the NOAA, National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC). The follow-on to these contracts will be competed under a forthcoming competitive Request for Proposals (RFP), with anticipated award later this year. A Justification for Other than Full and Open Competition will be posted as an amendment to this notice at a later date.

This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.

The Government awarded four follow-on contracts with Riverside Technology (Riverside) on a sole source basis: 1305M2-18-C-NFFN-0015; 1305M2-18-C-NFFN-0023; 1305M2-18-C-NFFN-0024; and 1305M2-18-C-NFFN-0025. The follow-on to these contracts will be competed under a forthcoming competitive Request for Proposals (RFP), with anticipated award later this year. A Sole Source Justification is posted as an amendment to this notice.
