***The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office (AGO), Management and Budget Acquisition Office (OMB), intends to negotiate, on a sole source basis, under authority of FAR 12.102(a) and 41 USC 190, with Starboard Maritime Intelligence Limited.... The requirement is for a web-based, satellite and terrestrial AIS data analysis application service capable of integrating with required regional fisheries management bodies (WCPFC/FFA) and providing high-frequency satellite AIS data for U.S. and foreign vessels, including consistent Class B AIS coverage for counter-IUU fishing operations.

***The sole source determination is based on NOAA's requirement for a web-based, satellite and terrestrial AIS data analysis application service. Starboard Maritime Intelligence Limited is the only vendor that provides a platform capable of integrating with required regional fisheries management bodies (WCPFC/FFA) and providing high-frequency satellite AIS data for both U.S. and foreign vessels, including consistent Class B AIS coverage essential for counter-IUU fishing operations.

Vendor is the only entity able to execute the desired services, which are needed to fully implement OLE PID's mandate to monitor foreign and domestic fishing vessels. No other agency or vendor is in a position to effectively and efficiently deliver this service to NOAA Fisheries because Starboard is the only platform built to support international counter-IUU fishing in the Pacific, with native integration for FFA and WCPFC frameworks and the ability to cross-verify against the FFA's Regional Surveillance Picture (RSP).
