THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL

The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs Business Services (MRPBS), Acquisition and Asset Management Division (AAMD) on behalf of the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), National Veterinary Services Laboratories (NVSL) intends to award a Firm-Fixed-Price (FFP) contract on a sole source basis to Tecan U.S., Inc., 9401 Globe Center Dr. Ste. 140, Morrisville, North Carolina 27560-6211. This procurement is for Five (5) modified Tecan Fluent 480 Liquid Handlers. The North American Industry Classification Code (NAICS) is 334516 Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000.

The anticipated award will be made under the statutory authority permitting other than full and open competition FAR 13.5 simplified procedures for certain commercial items. The justification for other than full and open competition is attached to this notice.

This notice of intent is not a request for competitive quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. However, all responsible sources may submit a response which shall be considered by the agency. Please email responses to Connor Tees at Stephen.Tees@usda.gov no later than the response date of this notice. Telephonic inquiries will not be honored.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Respondents should ensure the information provided is detailed, current, accurate, and complete. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.

Background
The United States Department of Agriculture (USDA), specifically the Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs Business Services (MRPBS), Acquisition and Asset Management Division (AAMD), intends to award a Firm-Fixed-Price contract on a sole source basis to Tecan U.S., Inc. This procurement is for five modified Tecan Fluent 480 Liquid Handlers.

The USDA's mission includes safeguarding animal health and ensuring the safety of animal products, which aligns with the need for advanced laboratory equipment to enhance diagnostic capabilities.

Work Details
The contract involves the delivery of five modified Tecan Fluent 480 Liquid Handlers equipped with:
- Air Flexible Channel Arm (Air FCA)
- Robotic Gripper Arm (RGA) with Finger Exchange System (FES) head
- Negative flow High Efficiency Particulate Air (HEPA) hood
- Associated services and parts including: carries, tube barcode scanner, tube runners, plate barcode scanner, cooling, plate sealer, vial gripper, compressed air, computer and accessories, software, and installation.

Key specifications include:
- Capability to process 96 samples simultaneously
- Compatibility with tube sizes of 2ml, 5ml, and 12ml cryovials as well as 8.5ml serum separator tubes
- Operations such as scanning barcodes (2D), decapping tubes, pipetting volumes from 5-1000uL into PCR or deep well plates, recapping tubes, sealing plates
- Minimum of three 320ml reagent reservoirs and eight 100ml reservoirs
- Functions for moving tubes/plates across the worktable, cold block functions for a 96-well plate, shaking functions for a 96-well plate
- Automated plate washer with up to four reagent reservoirs
- Incubation capabilities for six 96-well plates at temperatures from 25°C to 37°C
- Conventional thermal cycler functionality for running PCRs
- All operations must occur within a fully enclosed HEPA filtered cabinet weighing less than 200lbs and powered by 120V/50-60 Hz. The machine must be smaller than 46 inches in any dimension and situated on an included cabinet.
