Description

This requirement is for maintenance services and repairs for an existing ThermoFisher Helios G4 UX and Helios G2 600 Dual Beam FIB Systems Scanning Electron Microscope System in support of the Air Force Research Laboratory Sensors Directorate (AFRL/RY).

NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 811210 - Electronic and Precision Equipment Repair and Maintenance. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by FAR 13.106-1(b)(1)(i) to FEI Company, CAGE 1FJ95, a part of ThermoFisher Scientific.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: ThermoFisher Scientific is the manufacturer of the Helios Microscope Systems. ThermoFisher and its subsidiaries, are the only authorized repair and maintenance service providers for the existing system due to the highly specialized and technical expertise required for the services. Please see attachment to this notice for additional details.

This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Performance Work Statement (PWS), quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than 7 February 2025 at 5:00 PM Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads Notice of Intent SS ThermoFisher Helios Microscope System Service Agreement . Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB. If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent. The e-mail filter may delete any other form of attachments.

Background
The Air Force Research Laboratory (AFRL) Sensors Directorate (AFRL/RY) at Wright-Patterson AFB, Ohio, is seeking maintenance services and repairs for the ThermoFisher Helios G4 UX and Helios G2 600 Dual Beam FIB Systems Scanning Electron Microscope System.

The contract aims to ensure the operational readiness and reliability of these specialized systems, which are critical for research and development activities within the laboratory. The intent is to award a sole source purchase order to FEI Company, a part of ThermoFisher Scientific, as they are the only authorized service provider due to their unique expertise in maintaining these specific systems.

Work Details
The contractor shall provide on-site maintenance for the ThermoFisher Helios G4 UX and Helios G2 600 Dual Beam FIB Systems. Key tasks include:

1. Preventative Maintenance: Annual servicing scheduled by the government; additional services at no cost if inadequate service is provided;
2. Corrective Maintenance Service Calls: Unlimited support via telephone and email; onsite service initiated within 2 days if issues cannot be resolved remotely;
3. Replacement Parts/Equipment: All necessary parts for preventative and corrective maintenance provided at no cost; defective parts become contractor property except for computers and data storage devices;
4. Quality Control Plan (QCP): A written program to ensure compliance with service standards; includes inspection procedures and deficiency prevention measures;
5. Safety Requirement: Adherence to safety protocols during all tasks;
6. Quality Assurance: Government evaluation of contractor performance through a Quality Assurance Surveillance Plan (QASP);
7. Recognized Holidays: Services not required on national holidays;
8. Base Closure: Services rescheduled after base closures due to weather or emergencies.
