Background
The Department of Homeland Security (DHS), specifically the U.S. Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ), is issuing this solicitation for the Intensive Supervision Appearance Program (ISAP) V.

The program aims to provide alternatives to detention for individuals under ICE supervision, enhancing compliance with immigration proceedings while ensuring public safety. The contract will support the Alternatives to Detention (ATD) unit within the Enforcement and Removal Operations (ERO).

Work Details
The contractor shall provide all necessary materials, labor, equipment, and facilities for the ISAP V program. Key tasks include:
1. ISAP Contract Management - Firm-Fixed-Price services for program management/support.
2. Operational Support - Services including office visits, home visits, case management, enrollment/orientation, GPS tracking, biometric reporting systems, and court tracking.
3. Specific service options include:
- Office Visits: Weekly to every twelve weeks
- Home Visits: Every two weeks to every twelve weeks
- Case Management
- Full and Partial Enrollment/Orientation
- GPS Ankle Bracelets and Tracking
- Biometric Reporting System/Mobile Application
- Alert Management
- Maintenance Supervision
- Exception Management
4. Additional requirements such as travel documents, training, quality assurance, and emergency protocols are also included.

Period of Performance
The period of performance for this contract is from October 1, 2025, to September 30, 2027.

The contract will be performed at various locations as specified in the solicitation.
