Intend to Sole Source to Precision Urethane & Machine, Inc. for Protective Nose Covers

Background
The solicitation is for Protective Nose Covers intended to be used in the fleet to cover and protect the Guidance and Control Section (G&C) Nose Array of the MK 48 Torpedo. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 8524 requires support for their MK 48 Torpedo. The current material causes a phenomena known as measles that affects torpedo performance. Precision Urethane & Machine, Inc. offers a proprietary material, Polyether Urethane (PP1701), which can successfully cover and protect the nose array of the MK 48 Torpedo. The material to be procured, Polyether Urethane (PP1701), is a proprietary material to Precision Urethane and Machine, Inc. No other source is available for this proprietary material.
