This is a Solicitation (RFP) for a competitive procurement.

The Federal Highway Administration (FHWA) has a requirement entitiled Intelligent Transportation Systems Research and Stakeholder Support Services. The Contractor shall conduct ITS research program and stakeholder support services in support of the ITS research program and USDOT.

The Government anticipates a single-award IDIQ contract to be awarded for these services with an anticipated ordering period of 60 months. The NAICS code is 541690 - Other Scientific and Technical Consulting Services. Task Orders will be Cost Plus Fixed Fee (CPFF), Firm-Fixed Price (FFP), or a hybrid of both.

Background
The Federal Highway Administration (FHWA) has a requirement entitiled Intelligent Transportation Systems Research and Stakeholder Support Services. The Contractor shall conduct ITS research program and stakeholder support services in support of the ITS research program and USDOT. The Government anticipates a single-award IDIQ contract to be awarded for these services with an anticipated ordering period of 60 months.

Work Details
The objective of this contract is to provide Intelligent Transportation Systems (ITS) Research and Stakeholder Support Services. The contract should enhance ITS JPO relationship with ITS industrial, academic, and government stakeholder communities. The task activities under this contract are intended to support a broader understanding of ITS in cooperation with ITS JPO and modal administrations within the United States Department of Transportation (USDOT) including but not limited to the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), National Highway Traffic Safety Administration (NHTSA), Federal Motor Carrier Safety Administration (FMCSA), et al.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform. The Contractor shall provide ITS membership and stakeholder engagement, technical information sharing, analytical and communication services, and deployment support for current and potential USDOT ITS activities. The Contractor shall be responsible for all aspects of the development and documentation of work and interaction with ITS stakeholder community on the defined tasks as defined in individual Task Orders. The Contractor shall complete deliverables and milestones as defined in individual Task Orders. The Contractor shall work across the transportation and other ITS-related industries to perform support activities oriented toward activities that capitalize on the diversity of ITS stakeholders.

Period of Performance
The anticipated ordering period for this contract is 60 months.
