The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to procure full and open competition for INTELLIGENCE EXPLOITATION AND TARGETING SYSTEMS (IETS), RDT&E services which will focus on the development and fielding of IETS systems/prototypes related to future systems or the sustainment of deployed systems. It describes tasking requirements for continued delivery and fielding of IETS that are based upon or derived from the CGS package of software and related hardware components deployed in the DCGS family of Programs by the Army (DCGS-A), the Air Force (DCGS-AF), the Navy (DCGS-N) and the Marines Corps (DCGS-MC) as well as in intelligence training centers operated by each of the Services and operational installations worldwide. IETS requirements are also applicable to similar systems deployed by NAVAIR Program Manager for Acquisition (PMA) organizations (i.e., Precision Strike Weapons Program Office (PMA-201), Program Manager Air (PMA-265), Strike Planning and Execution Systems (PMA-281) and Maritime Patrol and Reconnaissance Aircraft (MPRA) program office (PMA-290)) and NGA systems deployed in Combatant Command (CCMD) operations centers and Joint Intelligence or Analysis Centers (JIC/JAC).

The Government anticipates issuing a Request for Proposal (RFP) under Full and Open Competition for Cost Plus Fixed Fee (CPFF) this R&D requirement under NAICS code 541715.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on

file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
