Integrated Technical Advisory Consultant Services for Fast Track Compact Development   5

Background
The Millennium Challenge Corporation (MCC) seeks service contractor(s) that can mobilize a fully integrated technical team capable of performing complex and interdisciplinary assessments of potential Compacts and projects against MCC's investment criteria. This could include experts in engineering, environmental issues, resettlement, climate change, gender and social inclusion, private sector, education, health, policy reform who are capable of addressing the full range of issues that face MCC during the compact development process, the pre-entry-into-force start up period. The contractor will also be required to provide or contract regional and local expertise to ensure context-sensitive inputs. Most importantly, the contractor(s) should have, or be able to rapidly acquire, deep technical expertise in the focus sectors of the compact.

Work Details
The contractor shall provide technical advisory services that will include analysis, guidance, and recommendations on the overall merit of proposed projects and their policy, institutional, regulatory, and technical context, or potential alternative projects to inform MCC's investment decisions and to recommend actions to address gaps, inadequacies, and risks in terms of cost, quality, performance, and successful implementation during the anticipated Compact period. The tasks include Constraint and Root Cause Analysis; Program Logic; Economic Rates of Return and Evaluation Strategy; Project Definition; Stakeholder Assessment; Implementation Planning; Compact Mobilization Prior to Entry-Into-Force (pre-EIF).

Period of Performance
The overall anticipated IDIQ PoP / ordering period will be date of IDIQ award plus five (5) calendar years.

Place of Performance
Tasks shall primarily be performed at the Contractor(s) Corporate and or Home Office location(s) in a remote / virtual environment; There will be significant international travel required to partner country locations.
