Integrated Talent Management (ITM) software licenses

Background
The Department of the Treasury, Enterprise Business Solutions (EBS) intends to establish a single-award Blanket Purchase Agreement (BPA) for Integrated Talent Management software licenses under General Services Administration (GSA). The requirement will be 'unrestricted' for resellers. The Request for Quote (RFQ) will be solicited under IT Group 70, Special Item Number (SIN) 132-32 and SIN 518210C – Cloud Computing and Cloud Related-IT Professional Services. The Product Service Code (PSC) is 7A21, IT and Telecom - Business Application Software.

Work Details
The Treasury Offices of the Chief Information Officer (OCIO) and the Chief Human Capital Officer (OCHCO) purchased a single, enterprise-wide Integrated Talent Management solution, branded ITM for all Treasury employees. The scope of work includes a full range of continuously improving talent management-related functionality to meet business needs for learning management, competency management, performance management, succession planning, workforce planning, analytics, social collaboration, and other emerging talent management workstreams. Currently the Department has implemented and deployed ITM modules for Learning Management, Performance Management, Succession Planning, and Workforce Planning, Compensation Planning, and Competency Management. ITM supports Treasury’s approximately 100,000 employees and 25,000 contract support staff.

Place of Performance
The BPA is only applicable to the Department of the Treasury bureaus and offices.
